Excuseme, but it's possible, during a game, to ask the other players what cards they have to settle?
Or rather... is it allowed by the rules?

Without knowing the name of the game your are refering, it is not possible to answer 100% precisely.
In general it is not allowed by the rules / not fairplay to show/give information about your hidden cards within the chat.
Except if : the game interface allows it, and/or the rules allows it.
To make it short:
1) In case of doubt don't.
2) Check / read the rulebook.
