Waiving bribes

So I experienced a couple of times the following situation: a player asks me to waive a bribe, I decline and demand to be paid 1 rupee or whatever. Then the player asks me to waive the bribe again and so on. It only stalls the entire game, especially when playing turn based. This game really needs a second option like "demand the x rupees and don't allow to ask for waiving again".

Same turn.
The player can stop the game completely, because whenever they ask to waive the bribe, the "active player" changes. After answering the "active player" changes back again to the original one. So they don't even run out of time, because the timer will start from new every time.

There is a limit (3) on the number of declined bribes in a turn. After that the player will only get the option to pay full bribe. If a player keeps doing that every turn you should probably just report them, but it might also just be a new player who does not understand the game yet?
