I noticed that for the past couple of days, the "Enthusiast" [played a game 5 times] achievement is not being awarded...

I suspect that other similar achievements are not being awarded, but I haven't done any due diligence.

I thought I'd check in here first to see if this was "by design" and see there have been any changes to those achievements -- or should I file a bug report?

I reached 500 ELO yesterday in Daybreak but I didn't get the Expert achievement.

It seems all achievements are currently blocked

Did you get the Expert achievement later? I just got to 500 in Wingspan and got no achievement badge

Average - Master acheivements are currently blocked in ranks where competitive features are disabled (including co-ops).

Your ELO is actually 499.88

Thanks! My friend told me the same, though I don't know how you got the actual number. I played another game and got 504 and got the badge.
