Prestige Level 5 Tiles - Upstairs & Downstairs

My friends and I noticed that there aren't the additional PL5 tiles when playing U&D. Did we misunderstand the physical rule book that those were to be included even when playing with just three people?

When UD is in play, all PR5 tiles are included.
