Board Game Arena

I cannot figure out when the game ends if all the tiles in the bag are gone. Sometimes it ends when both players pass but sometimes it ends when only one player passes... Should be in the rules, I think.

It's not clear.
I 'm going to finish a game.
I don't understand why I've lost after passed.
Someone could explain to us ?
