Not sure if this needs to be changed in the rules?

In my game, there was a player who was using map 10. He had discarded a herbivore so it was an icon in his zoo. Then a flocking animal was played. Does it matter that the card tucked under his map was a smaller enclosure animal (2) than the flocking animal played (3)?
Here is the rule I am referencing: "You can play a flock animal without flipping
an enclosure to the occupied side if you already have 1 other
herbivore in your zoo that requires at least the same size
enclosure or larger."

Should this move have been allowed? or should the player be forced to turn over a new enclosure?

I made a similar post. apparently it's a legal play. I personally don't agree with it but understand why

He had a size 4 herbivore (moose) tucked and played a size 3 flocking herbivore.
So correct.
