Seperating La Armada from the base game

Would it be possible to separate the La Armada expansion from the base game by making it an optional setting that can be turned on or off?
La Armada adds cube reliant cards to the game which increases the randomness of the draw quite a bit. Some people will like it and others will not. It would be nice to give players the choice.
