I just played #468304600 with an opponent in Arena. We both used 4 rounds to crack the code, but I used 9 questions and they used 10. The game ended in a tie. I thought I would have won because I used less verifiers?

Because you both got the wrong answer. It doesn't matter how quickly you reach a wrong answer, it's still wrong
