There is 71 tiles (excluded the begining tile)
In 4 players game
1st,2nd and 3rd players can play 18 tiles.
but the 4th player can play only 17 tiles. is it?

Why don't we randomly take out 3 tiles before starting.
So all players will play equally.

A lot of people house rule in that way. In my physical copy I deal out 20 tiles per player. But BGA follows the rules as they are published - yes, in Carc it makes a concession with the children's variant (and panders by calling 'strategic'), but the general rule on BGA is for the implementation to follow the published game.
