Shoule enable use population cube to replace supply cube

According to the rule book,It mentioned that if a action (or effect)require use a supply cube but you don't have any,you could use your population cude in exchange or just skip the effect.However,on the BGA edition,when this happened(e.g. research Plasma Cannon),I couldn't use popualtion cude instead but only can skip it.I think it is easy to enable this function and (Changes in BGA adaptation) don't conclude it.
