Geographic Map - Flock Interaction

Had this come up and I'm curious if the interaction is working as intended or needs to be fixed:
I build an enclosure in the Americas area of the map, put a non-Americas herbivore in the enclosure, and then add an Americas animal to the same enclosure with flocking. The map does not register the Americas animal and does not let me use the map ability.

I think when you use the flocking ability,the animal doesn't go in any specific enclosure - even though there may have been only one animal for it to flock with.It's like the situation where you re-allocate animals to a reptile house or aviary - you can free up any enclosure of the right size.

Its working as intended. Its explicitly stated in the Map Pack rules. Essentially flocking does not actually check for enclosures at all it just checks that you have a valid herbivore of sufficient size.

Yes, because you don't flock into an encounter, but you flock with an excisting herbivore and its size in your zoo.
The game doesnt track which animal goes in which enclosure.
This also means if you dig a large herbivore on the Resque map and tuck it, you can flock with it.

To be clear, animals are never in a specific enclosure. You just flip an enclosure that can support them, place cubes in special enclosures, or use the flocking ability. This becomes a bit clearer when you go to move or release an animal.
