Chinese ellipsis should be recognized as equivalent to English ellipsis

When I translate English into Chinese,I found that the ellipsis in English ... should be translated to ……，however the BGA always warn me that I change the sentence ending punctuation.It is distubing,I know that BGA had let '。'can be recognized as equivalent to ',' So could BGA let …… can be recognized as equivalent to ...?
