Why does the description of research institute not say it doesn't include rock/water requirements?

I literally had to go to BGG to find this out. It seems like pretty low hanging fruit to just add "(not including rock/water requirements)" in the text.

the pictograph makes it pretty obvious imo

As to specifically why it was there is no reminder, if you look at the animal card layout on page 11 of the main rules, rock/water tag requirements are in subsection 2, while conditions are in subsection 6, consisting of the circular red tags on the left of the cards. Research institute specifically mentions conditions, which these rules have established are different from rock/water requirement.

That being said, it probably wouldn't be unreasonable to add a reminder on bga.

Rock/water is not a condition, it's a requirement. If you could ignore requirements you could ignore even needing the enclosure in the first place.

Sure, it's there in the rules but in reality when playing this game nobody would explain it using those exact words.
In fact, nobody ever uses the term condition in any of the video's I have seen of Ark as far as I can remember.
People usually say a card requires as certain tag or upgrade.
Adding it on BGA would be a small QoL improvement.

It's already stated in the FAQ on BGA, and the pictograph should make it obvious.
