Potion of prismatic joy does not allow me to place a blue instead of a green as the last ingredient - even though the description of the potion says 'all ingredients [...] on any holes [...] regardless of their color'.

So even if Mandragore does not count as a 'color' e.g. with respect to ghost ectoplasm, I think in this case it definitely should work.

I actually thought I was able to do this in another game before. Anybody else tried this? Any opinion, bug or no bug?

The rules ( https://www.dropbox.com/s/v7gb6798oa4dr ... b.pdf?dl=0 ) say with regard to the greens: "They can only be placed in empty Potion layers, or layers that already contain other Mandragora Leaf marbles, and there is no way to bypass this limit." What you want to do would bypass the limit which the rules say can't be bypassed. So it's hard to say that it's a bug. (But I admit that I also didn't realise it until it happened.)
