What does #1 in Arena really mean?

So I just started playing arena a few weeks ago and have found myself #1 in Shifting Stones but my ELO is only like 291. I the man at the top of Arena in Lost Ruins of Arnak has ELO over 700 and his profile page says (4th) after his ELO, but he is #1.
What does Arena ranking mean, and why is it not mentioned anywhere else? I'm confused...

Arena is seperate from normal play

To elaborate, Arena has a separate rating (also calculated with an Elo-like formula) that only lasts for that season. It starts at 1500 for everyone. At the end of the season it resets. Also, there are some players with high ELO who don't even play in Arena.

The rank after ELO is where you ranked the previous season I believe. Well done for achieving top spot currently.
