double Bergen - play to sides of spinner before arms

Had a question regarding the spinner for double Bergen. When the spinner is placed on the board, do the next 4 dominoe placements have to be on different sides of the spinner "to cover it up"? Out can anyone place a matching dominoe on just one arm indefinitely? For reference rules can be found here:

For example if first double was 6-6, I take it that the next first dominoes need to have a 6 in order to start all 4 arms before being able to freely place on any arm.

However on BGA, it looks like the implementation has it as you can just place on any arm.

Anyone with experience with double Bergen?

Again I found another website describing double bergen:

Again it states that first tile placed should be double, and that:
"the spinner must first be played on all four sides before any further tiles may be played onto the open ends."

In this implementation on BGA violates that rule.
What's the best way to bring this up to the developer?

If you have found a bug, report it via BGA bug/suggestion system.
