Rogue Developer

We have a rogue developer who is changing games to win. If you look at game * you will see that I have the you win card at spot 6 with 3 cubes on it. At that point my oppenant changed the game and I have not rolled another six and even with a cube on 5 which would move to 6 I can not play that cube. He was at 3 points when this happened and is now close to winning. I don't think this is fair and I would like this resolved.
I don't trust submitting a but as he would like see and delete that. I just hope someone will take action on this before he deletes it.
