The game stops you from having more than five cards in your hand. This prevents you from upgrading the carts as the rules allow.
The rules say that you can't have more than five cards in hand AFTER your actions, at the end of your turn. It is ok to have more than five during your turn.
The passengers are not properly weighted: The players who do not build goods capacity win by a large margin. Hopefully, enabling proper upgrades will help with this.
It would be even better to have a goods/non goods scenario.
