Hi, Seen this on other players turn. Is it just a final pass so it doesn't come back to your turn? Just wondered.

Correct.
You can "advanced pass" to let your opponents know that you're done playing for the round.

Does it actually let your opponents know?
I thought it just meant that, as soon as it gets back to your turn, the game will auto-pass for you.

I really like it. It means that when I've run out of money,and can't do anything,I can pass and only be prompted when I've got my income.
