Green window around cost

Hi,

Not sure I've looked in the right places but I couldn't find an answer.
Some of my projects (in my hand) have a green window around their cost. What does that represent?

As far as I can tell, from which card this happens to when playing Thorgate, the green border indicates that you are getting a discount.
