Activation Timing "Global Efficiency Standards"

I'm not sure, but I think there's a rule error in the Global Efficiency Standards card. The card states that if there are at least 3 cards with a regulation tag in a player's display, this card is activated. But as soon as I put the third card into the display and play it on a project, the effect is already resolved, even though this card ensures that the global project is activated. The timing just doesn't work for me. As I understand it, all cards played on it should be able to use the effect in the first place.

I'm not following your explanation here. You're correct that at least one player needs to have three regulation tags in play. Once that happens, Global Efficiency Standards will automatically activate when you play a new local project with a regulation tag.

If a player doesn't already have 3 regulation tags in play before you start a new project, Global Efficiency Standards will not do anything. Likewise, if you play a card without starting a new local project, there's no benefit. And even if you start a new local project, it only triggers if that local project has a regulation tag on it.
