Why in Memoir 44 do I get a message that my opponent can react when he doesn't have an Ambush card? I had a game where I forgot which unit was firing and ended up losing the ability to fire with two units. Why am I asked to pass when I cannot react?

By default the game is set up with manual reaction. For the first reaction it asks you if you want to automatically skip the check (unless you get the Ambush card, where it always asks). I don't know why people insist on continuing manually (when they do not have Ambush), it slows the game down and has virtually no benefit in "keeping it secret".
