Why do some games not have a subscribe bell?

Those bells are for games with long waiting time.
Popular games whose players don't have to wait a lot don't have a bell.

But what is defined as popular? The vale of eternity had 28 games completed in the last 2 hrs. A % of those are friend games, arena, or turn based.

But don't look at the waiting time in the "old lobby", because it's most of the time capped at 10 min. For example, a really unpopular game like
Blaze (580 total games since its release in August 2021) will say "Waiting time: 10 min" in the lobby, but offer the bell in its game page with "Expected waiting time: >15 min".

I can understand not having a bell for very popular games but games like vale should have a bell imo. It is listed at expected wait 15 min. Only 10 games in the last hour. 2 of which were arena the rest half 2p half 3p. Also I'm unsure if any of those were friend only games. What is defined as popular should probably be expected wait time of 10min or less
