Passenger bag empty but no victory points

I'm trying to take passengers from an empty bag (using the "Take" action). According to the rules, that is supposed to give a victory point, but I can't see how to accomplish that. Choosing "take" and clicking on the passenger bag (which is empty) does nothing. (Or maybe I don't understand the rules properly? Always possible.)
