Whenever I tie at this game with someone, I always lose ELO points. Who “wins” when there is a tie? I don’t understand why I never “win”/get points when there is a tie. The other person always gets the points.

The lower-rated player wins some, the higher-rated player loses some. If both player have the same elo, they'll stay the same.
