As per the subject, what possible reason is there to refuse a forfeit in Backgammon when played to 1 point.

And now in new format, can't concede the game, so stuck in a losing situation wasting time.

Not being able to concede was a bug with the progress bar. This bug has been fixed now - I have already conceded games and in my most recent game (#499190849) my opponent just conceded.

If you resign via flag this should also be automatically accepted if you resign the maximum. However cares should write a feature request on that.

In a 1-point games (e.g. Arena) a resignation of a single game should be accepted automatically. Of course you still need to have 50% progress in the game - otherwise people will use it to ELO cheat.

I am playing a game which I have clearly lost and my opponent keeps refusing a forfeit. This is clearly rude and should result a karma penalty.

What does it look like to the opponent? It's possible that a combination of vague wording and language barriers makes it look like you want them to forfeit.
