Moving Power From Bowl 1 to Bowl 2

How do I do this? I'm not sure if it's a misunderstanding of the rules on my part or if I'm not clicking in the place in the BGA version.
You can't. Power tokens only move from Bowl 1 to Bowl 2 when you gain power through leech, or income, or whatever.
You *can* move tokens from Bowl 2 to Bowl 3, using Conversions. You sacrifice one token for each one you move.
The best way to think of it is that tokens in Bowl 1 represent zero power, tokens in Bowl 2 are half a unit, and tokens in Bowl 3 are a whole unit.
