Opponents giving up

Lately, my opponents have been intentionally running out of time when they are losing. When they are expelled, the other players are only rewarded 8% of the Elo that they would have normally received for a win (at least in my games), even if the losing player left in the third round. How is this fair? This takes away the fun from the game and needs to be fixed immediately.
