Advise me: Multiplayer game, last turn, losing player out of time (1 hour over, 25 hours used)

I'm playing turn-based multiplayer (4p) Ark Nova and I trigger the end of the game. I think I'm going to win but it's close with "Player B", who has also played his last turn but I don't know his scoring card and Ark Nova final scoring is tricky to calculate. "Player C", clearly going to lose, by a lot. He's spent 25h and hasn't played (time limit is 8h/turn, 24h max, and no-one has delayed at any other stage). I've asked the players at the table, but they are from non-English speaking countries so may not understand me. I can skip his turn, but apparently that ends the game and I wouldn't see if I had, indeed, won. I know I get the ELO anyway, but the game's been going for a week so I'd really like to know. Also, I feel bad ending a game without the permission of the other non-stalling players. Player D will, I think, come a clear third.

What do you suggest I do?

If I understand correctly
- The game is at the very last turn
- The game has been going for a week
- The player has been playing within reason
- The player is on another time zone
- The player is one hour over time
- You are in the lead and/or don't find winning to be the most important thing anyway
- You really want to see the end scoring

... I mean maybe it answers itself? I wouldn't skip at this point. With the above circumstances all true, I would give it at least 24 hours.
This is as someone who readily ejects and red thumbs people who time out with one hour IF the above is NOT true. For example when they clearly play too slowly from the start. I really, really prefer to play with people who play on time. But even I would wait a while in this particular situation.

All that said, it's entirely your call.
BTW, it might be possible that if you skip them, the other players will keep finishing the turn so you get to end scoring anyway. But if they all quit as well, the game will end where it is. So if you want to be sure you have to wait.

That's probably not true. If a player is expelled, the game will count as a tie between all the other players. You may get some elo if your current elo is below the other tied player(s), but definitely not as much as if the game finishes normally and you win (but more than if it finishes normally and you lose). The elo change will further be weighted by the percentage of completion at the time of the expulsion. This may be close 100% if the game is in its last turn, but it may be much lower: whatever is shown at the top is what counts, not what you feel as the actual progress.

What's the rush? I'd wait at least a week. He has played the whole game, have some courtesy. Skips are for when players are far over time or when they barely started play to begin with.

If you've triggered end game, and you actually care about the result, then let it play out. Skipping means the game is neutralised, so no, you won't know how it scores.

Skipping is ultimately a personal decision. My personal opinion on the topic is that I would rather play games and see the results of those games - I don't find much satisfaction in a game "won" (I don't feel like it's really a win) on the clock. Others have a different POV and that's their right. Whatever way you want to go is fine, but you are making a choice whether to boot someone or not. There's nothing that says you have to boot when they go over time, just that you have the choice. If players are playing regularly, I'd rather finish out the game. Entirely different thing if they've been absent for several days - often then I will boot because I want to go start another of the same game (and I don't like too many of the same game running at once). My biggest motivation on here is to actually get to play games - win or lose, I don't care, I just want to play. I'd prefer to play more quickly (and choose my table speeds accordingly), but I will give some leniency if it means I get to finish a game than not.

Also consider that even if you decide not to expel the player, someone else may do it and it would be the same result.
