If Publisher will give permission for BGA Marine Worlds, why haven't they yet?

I'm trying to understand the publisher's motivation for delaying MW on BGA; will people get bored waiting and buy a physical copy? It's already been out 8 months and I assume very few people won't buy the physical copy because they are playing on BGA.

It's completely the publisher's choice and they don't owe me anything, but I don't understand their logic. I haven't bought a physical board game without trying it first (online or in-person) in thirty years.

I googled this question (because who needs another MW/BGA thread) but couldn't find anything.

Or, perhaps it is already in development?

I know jamey does exactly the same for all the stonemeir games (waiting at least 1 year before online adaptation) so i guess there is a valid reason behind this common choice. That's actually also true for many publisher i have worked with in the past (days of wonders for heat, cranio for barrage, ...)
