Unusual play trend

Am seeing a weird trend in some low ranked players (simple games) where they pass alot and then randomly bid high on one or two rounds.
One game I played had a player passing 5 rounds for low cards and bidding 14 for 30 in last round - I kinda passed this off but have since seen other games following less extreme but similar patterns.
This seems at odds with previous behaviour where they normally bid overly aggressively and then open bidding with 1 coin?
Has anyone else experienced this? Is this just straight up cheating with burner accounts or is something else going on here?
