Two sets of "thumbs" - personal + global

On BGA there is an ongoing discussion scattered in many threads about the usage of green/red thumbs(GT/RT). There are players who abuse this assessment and give red thumbs when they lose or when they don't like the way their opponents play. There are also players who just give red thumbs so that they can remember which player they do not want to play with again. As for the second point, Burning Spear suggested having two set of thumbs, which seems to me like a very good idea.
I've been also using thumbs to mark players who I don't want to play with, even though I feel it is unfair to them, and this way beginning players might get over 10% RT very easily. I would be happy if there was another way to do this. My suggestion is this:
When I finish game, present me with a link saying "I don't want to play with this player again", which would in the future mark this player with red exclamation mark in Lobby and in List of players. I would not suggest this player to join my games and I would not give them red thumb only because the game with them is not enjoyable. Also, this warning might be limited to particular game only, so I can know that I didn't like playing Can't Stop with them, but other games might still be ok.
