Open Sea?

I see there is a difficulty level called 'Open Sea', but I can't find any description of it in the instructions anywhere. Please could someone explain what is meant by 'Open Sea'? Thank you! 
Variant: Open Sea
„To make the game more difficult, take only 40 Sea cards to make up the word deck when setting up.“
