In the game https://boardgamearena.com/14/arnak?table=513444889 I passed my turn with Chronometer in hand with the expectation that I would gain 3 compasses. I did not. At the end of the round I was asked if wanted to keep any cards in hand. I kept Chronometer. Still no 3 compasses.

How does this ability work and how do I activate it?

I haven't played in a while, but I'm pretty sure all card effects can only be played by clicking on the card when it's your turn.

So, once you've finished all your other actions, click on the card itself, and it should give you the option to pass your turn and take the appropriate card effect.

The card will work but you have to take an action to use it (by clicking it from your hand when you have a standard / main action available) and then you will be given an option. Either gain 1 gold 1 compass, or pass for the whole turn and gain 3 compasses. Select the three compass option and you will be passed for the whole rest of the turn, but you will gain 3 compasses. The other pass to gain a jewel card (or gain 2 tablets) works the same way. Hope this helps! Best wishes.
