Rules question (bug?)

I am wondering if the cards "Wedding" and "Saboteur" from the Cities & Knights Expansion are correctly implemented.

At the moment one cannot play these cards if there is no other player that has more victory points than oneself.
In my understanding of the rules, however, it should be allowed to play these cards even in exactly this situation - the cards would of course have no effect and one would effectively discard the cards from hand.

The reason why this is important: Often one is pulling ahead and is clearly in the lead. If one has those cards in hand it is only a matter of time until they will be stolen by a spy and used against oneself. It is much better to discard those cards instead of having them used against you.

Note the different wording of "Wedding" and e.g. "Master Merchant". The card text of "Wedding" says: "Each player that has more victory points than you must give you 2 cards of their choice". The card text of "Master Merchant" says: "Select an opponent that has more victory points than you. [...]". Since one cannot select such an opponent if one is in the lead, I understand that one cannot play "Master Merchant". But with "Wedding" (and "Saboteur") there is no such restriction that a player with more victory points needs to exist.

Am I misinterpreting the rules or is the current BGA implementation incorrect?

Sorry, this is no answer for your question, but I can´t find the possibility to open a new conversation ( I am not used to write in an forum)
My question is, where I can find the rules for cities and knights expansion. I would like to play it, but get lost, because I don´t know the rules and the meaning of cards and about the possibilities in general. Wherever I look, I can only find the rules for the basic game.
I would be so very grateful, if someone could give me an advice. Everybody seems to know the rules automaticly.

Just visit the official homepage of Catan (www.catan.com). Browse either to "Rules" or "Catan Basegame & Expansions". You can find the official rule books as PDFs for all Catan products.

I have one more question: Before I chose a table I can`t see a difference between tables, who are playing cities and knights and them who are playing the basic version. My settings are set on the plain version, but I still get aczepted for cities and knights, which is anoying for all, because I want to studie the rules, before I want to play it, but still like to play the basic version up to then. Can anybody please give me an advise on it.

Sorry for anoying you, but please could somebody give me an advise about the question above. It might be a stupide one and everybody ele knows about it; if so and you let me know it´s okay, but I just want to go on playing the basic version, without having to anoy anybody because I decline the cities an knight version, which I happen to join without wanting. If it´s not clear what I mean, please give me a hint and I will try to explain better.

Go to "Play now" and choose "Simple game" (If you are on "Arena" you obviously cant do what I describe below).

If you are on "Manual" mode you can see all game options anyways. If you are on "Automatic" mode you see a cog symbol at each game. Click it and you are able to change the settings you are willing to play. You can choose your acceptable time options, or the game options (C&K, friendly robber,...), and many more options that are fine for you. Obviously you are allowed to choose multiple options if all are acceptable to you.

From the catan.com faq:

May I play a Progress Card if playing it has no effect?
If you know beforehand that playing the card will have no effect (e.g., the Mining card, provided that you are not settling adjacent to a mountains hex): no.
If you have no way of knowing it (e.g., Trade Monopoly): yes.

Thanks for checking that! Apparently I learned the game with a lot of house rules, as we always assumed we had the right to just dump a card we couldn’t use.
