Are lifepoints And victory points public?

Quick rules clarification. Title says it all. Are they public or aren't they? I was in the game recently in actual life and the person refused to show me their health while they were in the city. Looking at the rules, it's not explicitly stated. And you Google it generative AI tells you it's Private.

In the BGA game approved by the publisher it's public ;) It may not be written in the rules, but it seems pretty obvious to me, the boards are not designed to keep hidden informations.

That's pretty outrageous. It sounds like someone who should not be invited back to game night.
