when is it okay to red flag people?

I really hate slow players.
If I perceive anyone to be slow I will red flag them, even if they were always in their time limit. However this will be the "This is just my personal opinion" option.
Someone has timed out on a game with me. I am invested in the game so I would like to do something a bit harsher, but I won't kick them out for a while.
However I understand this can back fire. Are there any rules? I feel that generally BGA encourages slow play by awarding badges for lots of simultaneous games.

You can red flag as many people as you want, the only consequence is that you won't be matched with them on a table anymore.
I think currently the only difference between private red thumbs ("this is my personal opinion") and public red thumbs ("Nobody should play with this player") is that if a player receives a certain number of "public" red thumbs they will see on their profile some message to the affect of "Players are avoiding playing with you due to <reason>". Only the player themselves can see the message (not others looking at their profile), and it does not tell them who has red tumbed them.
So basically it's just a personal list of who you don't want to play with again, feel free to use it as much as you like. The only risk to using it "too much" is spending more time finding a table.

Actually, there is a limit to red thumbs. I did not green thumb my friends or anyone at first, just red thumb those I wanted to avoid. After some time I got blocked from red thumbing with a notice I had to have more green thumbs given out to red thumb anyone else. So I green thumbed my friend list and I could then red thumb again.

That used to be the way it worked, but there's been some discussion of whether that still applies now that (public) red thumbs have no impact on reputation. If it happened recently, maybe it's still true - if it happened a year or more ago, it may no longer be the case.
