Space Base - Income rules

According to the game rules (page 13 in paper copy):
INCOME: If the player's $ cube is lower than their planet cube, they move their $ cube up to be equal with their planet cube.
But in the BGA version, the $ cube is reset to equal the planet cube even if it is not lower than the planet cube.
This results in loss of unspent money.

Am I misinterpreting the rules? Or is this an error in the BGA version of Space Base?

No, it shouldn't be posted in the bugs forum, as it is not a bug. It is simply how the game rules work. Yes, you do not carry over any unspent money if you buy something on your turn. Your money resets to your income/planet level.
