Restrictive game settings

I've got settings on my games to limit to reputation of 75% or more ... however, in recent game I hosted, 2 players, 69% and 74% were able to join.
Is this setting not working properly ?
Game is question is Heat. Turn based game setup.

It's it possible they joined before going below 75%?
Although I did create a table for Earth recently that I could have sworn I made 2 turns/day and it's 1 turn/day.

then it all happened within a few minutes of each other.
I hosted game ... people joined .. about 5 min after I was reviewing my opponents .. and noticed the 2 had low rep ...
Mostly curious / oddity really
