I cannot get past the first few steps - it says to click on the mage, then click from deck and it won't let me click anything. Just tells me to take the steps listed in the tutorial, but I cannot.

I experienced the exact same issue. I did try it on both Chrome and Edge and got the same issue

Sadly, this won't help either. The bug reports are for the developer of the game. Issues with a tutorial you should directly adress to the author of the tutorial (who usually is not the developer of the game). Which I just did, so let's hope...

Am I mistaken, or has the tutorial designer not been online for a year? So, what happens when a tutorial is broken, but the designer is no longer active?

Encountered this as well earlier. If the tutorial's author is no longer active, is there any way for the tutorial revision to be made by another person? And how to push this?

Same here, cant use the mage power making in impossible to progress the tutorial.

Same here, can't finish the tutorial and kind of a shame:/
Issue is decribed in bug #145737: "Can not finish Tutorial on Res Arcana. " Yes, I did comment in that bug report.
But that issue is labeled as duplicate, which I don't think it should be.
