I just checked the rulebook and it says that resources start at 1. Why does the game not follow this?

You are probably playing with the corporate era variant instead of the standard game. And part of what that variant changes is reducing starting production values from 1 to 0.

Indeed that's the case- most games hosted on BGA are 'corporate era' where productions start lower and other cards are added.
