Points balance seems off on Suburbs

Taking foster home out of the equation, since that is supposed to be the low point safety valve, you would think that the point earning potential between city/suburbs/country would be similar in terms of risk/reward.

In a recent game I had the 3 dogs of the same type = 6 points countryside. Right next to it was the old man suburbs, where you could also score 6 points for 3 dogs. The problem is that the suburbs needs three very specific color dogs. Because of the structure of the game and training cards, it is easier to re-home 3 dogs of the same color than it is three different dog colors. And if you are already gearing up to re-home dogs of different colors, you are better off putting them in the city, where there is more upside.

If they boosted the payoff of various suburbs cards by a point or two, it would make them more attractive to go for. As it stands now, I rarely go for the suburbs.
