I wanted to use HWM in R14 expecting to trigger the three events Build Rooms, Major Imp and Day Lab. Though instead of granting the Day Lab action, which in combo with my assistant tiller should allow me to plow a field I just flat out would have gotten 2 food.

Now im aware that Assistant Tiller says "each time you use the Day Lab ACTION SPACE you can plow a field", but I still think that the text on HWM is misleading if this is the result and I also dont think this is the intention of the card.

If HWM should not trigger Day Lab side effects, why not just use a text like this: "This card is an action space for you only. If each other player has more rooms than you, it provides the Building Rooms, Major Improvement actions and also two food."

I completely agree with you. Unfortunately this is intentional on the part of the publisher - they want Hardworking Man to give 2 food but not trigger any Day Labourer cards.
