In 4 player games all five monuments should be included but the Wine Cellar has been missing for many many weeks. Could report the bug and hope it’s fixed by 2026. Pointless on a dying gaming platform.

There is no Wine Cellar in the reduced VP monument set. Only in the high VP monument set.
