You have to ask this question to Ticket To Ride creator !

But the reply is for the difficulty to build all this long route.

If you look all the destination cards, you will see that it is not the only case: The long destination cards points can be greater to the number of train cars needed to build all the route.

Another example : Seattle to New York is 22 points but can need 20 train cars

This is just wrong.

The reason is - they messed up when putting out the game and did not count correctly.

In the 1910 expansion, they corrected the values. Sea-NY is 20, LA-NY is 20, LA-MIA is 19, and SSM-Okl City is 8.

Do you have evidence this is why they made the change, or are you making an assumption? Have any of the developers acknowledged that it was a mistake?

Even in USA 1910 there is still incorrect ticket values such as LA-Chicago, which only needs 15 while in game still 16 and LV - Miami which only needs 20 but in game use 21 instead.

So apparently there are still a few mistakes in the game.

The game is pretty much designed around the fact that all tickets are worth points equal to the shortest distance at least in the earlier maps like USA, Europe, Swiss.

There is no reason to randomly give 1 or 2 tickets more points. If it was based on difficultly to complete, they sure would not have picked the ones that are messed up.
