Vasco da Gama effect and Lighthouses

Hi,
when sending 3 Ships to the Spices Resource Hold (e.g., after navigating to Tunis) I would score one point and gain one bread due to Vasco da Gama's character effect. In case there would be a Lighthouse I own, I could spend 2 bread to send an additional Ship to the Spices Resource Hold resulting in a total of 4 Ships in the Spices Resource Hold. However, on BGA I still get only 1 VP and 1 bread. Does the second pair not count because using the Lighthouse's effect counts as a separate action and the ships are sent to the Hold consecutively?
Can you think of any situation where a player would gain 2 VP and 2 bread from Vasco da Gama's character effect except when navigating to Goa (4 Spices)?
Wording on the card: "For each pair of Ships you put on Spices, earn 1 VP and 1 bread".
