Why does cancel move refund time?

Like really? What is the reasoning behind it? I have had many a games, where a player kept canceling and turned a 2 minute turn into 4 minutes or so. It is super abusable, makes time limit quasi a joke, and really drags the game out. As if the perma one-action heroes weren't time wasting enough...
