Push notifications not working. No test button.

I'm on Android mobile using chrome. My push notifications used to break occasionally, and I could get them working again by using the test button in notification settings. The test button is no longer available so I can't figure out a way to get notifications working again. Anyone else have this issue and figure out how to fix it?
