Trading time should be part of the active player's turn

The current system allows active players to spam trade offers without any time pressure. This creates a really frustrating situation where you have to either be glued to the screen or risk missing out on trades you actually want. It also opens the door for abuse, especially against players with bad connections or who are momentarily distracted.
I believe this change would make trading fairer and the game more dynamic overall.

And then fully competitive players would never reject offers anymore.

You always can change the offer, cancel it or simply pass (?

This kind of thinking is what makes Catan toxic. You leverage the platform's system against your opponents rather than playing by the game mechanics. It never happened on a different platform 10 years ago. No-one ever ran out the clock intentionally.

I just showed a potential problem which make that proposition annoying that's all. (when you think to a new idea, trying to find ways to abuse of it is usually nice)
And the first post show a problem where people are toxic, so you should assume they will be toxic after a potential change.
And if I understood the suggestion corectly, you don't ran out of the clock intentionally but reduces another player clock by not refusing the proposition.
But if it's not done by default by high elo players, after doing it once or twice that should be seen that it is what you doing, and so players could just let you 10s and then cancel the offer. So... I'm unsure it would be this problematic, but still annoying to deal with.
Making both players lose time could reduces both problems but don't fully resolve any of those.
Without the actual proposition you can remove other ability to send you offer. With the proposition you can stop giving offer. With my last line, both can be done, so that's fine either way.
