I, player rayrobertson, force last turn to player Massi by ending my turn with 16 points.

Massi at 10 points buys a 3 point card scoring a noble to match my score of 16.

In the event of a tie, player with the fewest development cards (refers to engine AND nobles in the rulebook) wins the game.

As far as I can tell, i win at 16 with 9 development cards, and Massi loses at 16 with 10 development cards. Hell of a game though. So, so close!

END OF THE GAME
When a player reaches 15 prestige points, complete the
current round so that each player has played the same number
of turns.
The player who then has the highest number of prestige points
is declared the winner (don’t forget to count your nobles).
In case of a tie, the player who has purchased the fewest
development cards wins.
That part of "don't forget to count your nobles" is only attached to count your number of prestige points.
In case of a tie, nothing is added. A noble shouldn't be a development card.

If your rules are different, it's likely a translation problem, and can you quote that part, and the language?
